Google Earth shows Building 1 had all backup generators and cooling towers installed by the end of August, but construction work was ongoing and there were almost no cars parked. By February 2025, Google Earth shows no construction work and many cars. So our best guess is in the middle, in November 2024. Building 3 roof is complete.

The land cleared in the southwest appears to be shaped for two more similar buildings, with notches for substations.
